\section{The Central Development Laboratory} The Users Committee recognizes the crucial role that the Central Development Laboratory (CDL) plays in maintaining NRAO's ability for innovation and for the expansion of discovery space. The Users Committee strongly supports the ongoing discussion and collaboration that is taking place between the CDL and the NRAO New Initiatives Office. However, we note that some of the questions asked of the Users Committee by each of these groups seem to be issues that can be addressed by the other group, and recommend that the current level of interaction be further expanded. We also note the recent large allocations of funds for development of antenna and receiver technology awarded to radio astronomy groups in Australia and South Africa. We encourage the CDL to explore ways in which they can contribute to these efforts, possibly through sub-contracting of particular work packages to NRAO. We also suggest that NRAO consider the possibility, once the CDL's commitments to ALMA and EVLA ramp down, that the CDL evolve to become part of the New Initiatives Office.
